Target-Setting Methods and Data Management to Support Performance-Based Resource Allocation by Transportation Agencies (NCHRP Report 666)

This report describes the methods State DOTs use for setting performance targets. It also emphasizes how choosing metrics that provide the most relevant information to the agencies using them can bolster decision-making with regard to performance target setting. The report includes numerous case studies of State DOTs analyzing their data and information need and factors in their overall decision making.
